Do I have to train to failure to build muscle?
No. Stopping a couple of reps short of all-out failure builds nearly as much muscle and strength, with far less fatigue. Going to failure now and then isn't wrong, but doing it on every set is unnecessary.

What the research says
The question is unusually well studied, and the conclusion is clear: failure is not a requirement.
Grgic and colleagues pooled 15 studies in young adults and found no reliable difference between training to failure and stopping short, for either strength or muscle growth (the strength effect was essentially negligible). Among already-trained people a small advantage for failure showed up for muscle size, but the effect was modest. Their conclusion: failure is not needed to build strength or muscle, but it does no harm either.
Refalo and colleagues looked specifically at how close to failure you train, across 15 studies that measured muscle growth. The advantage was small enough to be called trivial, and the relationship was not linear: pushing even closer to failure did not automatically give more.
Robinson and colleagues went further and modelled the distance from failure as a sliding scale (repetitions in reserve), for both strength and muscle growth. The picture split: strength was similar across a wide range (a negligible slope against reps in reserve), while muscle growth increased slightly the closer to failure the set ended. But the authors stress that the analysis was exploratory and that exactly how close you need to go remains uncertain.
Taken together: strength barely cares about failure, according to both Grgic and Robinson. Muscle growth is weakly favoured by training near failure, but "near" is enough. The last, hardest reps cost a lot of fatigue for little extra, and leaving one to three reps in the tank captures nearly all of the effect.
Why the myth exists
"Go until you can't" feels like the honest effort. Failure gives a clear receipt: you know for certain you gave everything, while "two left in the tank" feels like cutting corners. Pain and full exhaustion get read as proof the session counted, even though fatigue is not the same as growth. The culture reinforces it: gym folklore, "no pain no gain" and training influencers reward whoever pushes hardest, because drama sells better than moderation. Coaches and apps promising fast results also have an incentive to make it look as if more is always better. The calm truth, that almost as good is enough and wears you down less, is harder to market.
What it means for you
In practice: train most sets with one to three reps left in the tank, stopping when your form starts to break or the bar clearly slows. Save true failure for the occasional set on safe exercises, like machines or isolation work, where a missed rep isn't dangerous. On heavy barbell compound lifts, going to failure is especially unnecessary. The fatigue and injury risk eat the gain. Consistency across the weeks, not individual hero sets, is what builds.
